A video that went viral locally on Monday has the Town of Creston on the lookout for a pair of carpet dumpers.

The video shows two people in with a small flatbed truck, obviously unaware of a nearby camera, skulking around the former Kootenay Ag Equipment Ltd. building on Highway 21 at Valleyview Drive.

As soon as they determine that the coast is clear, the pair quickly pull and push rolls of used carpet from the truck, then hop in and speed off westward on Highway 21.

Fire Chief Mike Moore, who oversees the Town of Creston bylaw enforcement, said on Monday that while the license plate is obscured in the video, the scofflaws will face trouble if they are caught.

“We will attempt to identify the individuals and work with the Ministry of Environment and the RCMP to determine the appropriate legal action (either under the Act or through a summary conviction from the Bylaw) based upon the evidence of the video and gathered through an investigation,” Moore said.

If the offenders are identified, it is likely a trip to the landfill would have been a cheaper option.

“On the low side, Bylaw #1395 has a minimum fine of $100 or the municipality can seek a summary conviction which has a minimum fine of $2,500 up to $10,000,” he said. “With the video as evidence, this would fall in the category of seeking the summary conviction based on the offence shown on the video.

“Alternatively, the Environmental Management Act of British Columbia has the ability to fine up to $2,000 and up to 6 months imprisonment or both.

“The RCMP would be able to issue any direct ticketing from the Act if that was determined to be the best course of action.”
